He named them as overhead pages which are necessary for human perspective but Google page rank system reduces the rank of page which points towards these overhead pages. Because these pages doesn't serve any purpose for SEO. As links play an important role in page rank , it is necessary that we must reduce the links towards unimportant pages and must increase the number of incoming links to main pages we want to get index them strongly.
